2008 Community Arts Strategy Final Report

The City of New Westminster has initiated a Community Arts Strategy to provide the City with an inventory of New Westminster Arts and Culture services and venues as well as detailing future opportunities, providing recommendations and developing action plans. The strategy will be multi-disciplinary, reflect New Westminster’s cultural diversity and be inclusive to all interested groups and individuals in New Westminster.

The Community Arts Strategy is being conducted in conjunction with the Parks and Recreation Plan to ensure coordinated efforts and an efficient use of existing resources. The key outcomes for the Community Arts Strategy is to a) identify individual, community and City needs related to the arts, b) how the City can partner with the community and organizations, c) improve the coordinated delivery of arts services in New Westminster, and d) priorize short and long-term community arts needs, related to available financial resources, for the next 10 years.

How You Can Participate:
The Community Arts Strategy will include a number of opportunities for your participation and involvement.

1. The New Westminster Community Arts Strategy Online Questionnaire provided the opportunity for individual artists, community arts organizations and arts businesses to offer their feedback into the Arts Strategy. A similar Resident Survey for New Westminster Arts Services was also conducted. Both surveys are now closed.
2. Information will be collected from artists, arts organizations, the City of New Westminster and other important stakeholders that represent the City's arts community. These meetings will be conducted by the City’s Community Arts Strategy Project Team and will involve interviews, questionaires and open houses. Details on public information and feedback sessions will be disseminated through the organizations in question, on this website or in the Royal City Record.

 

Arts Strategy Project Timelines
  Phase One: Situation Assessment
  January - May 2007

Council appointed the Arts Strategy Taskforce and the project scope was established. The Taskforce identified arts organizations and individual art stakeholders to consult with.

  April - May 2007

The Arts Strategy communication plan was determined and initiated.

  May - June 2007

A random survey will be mailed out to 2,000 New Westminster households to gather arts feedback. In addition, an arts questionnaire will gather feedback from arts organizations and individual artists.

  July - September 2007 Existing reports and documents regarding arts in New Westminster will be gathered and reviewed. Demographic, economic and other statistical information will be gathered, reviewed and studied. The existing arts service delivery will be established and compared to industry trends. Identified municipalities will be consulted to determine arts best practices.
  June - Sept. 2007

Interviews will be conducted will New Westminster arts skateholders to generate meaningful information.

  October 2007

Information from all sources will be analyzed and summarized.

  January 2008

A preliminary report, identifying issues facing the New Westminster arts community will be presented to City Council and the Arts Strategy Taskforce.

  Phase Two: Arts Work Plan
  March 2008 The draft Arts Strategy report will be developed in consultation with the Taskforce. Once reviewed by the Taskforce the report will be submitted to City Council for information.
  June 2008 An Arts Strategy Open House will be held to provide the public an opportunity to review and comment on the draft plan.
  July 2008 The FINAL Arts Strategy report will be finalized based on input from Council, the Taskforce, the random survey, New Westminster arts community and feedback (i.e. questionnaire and interviews) and from the public open house.
