Parks & Recreation DRAFT Comprehensive Plan

Comprehensive Plan Feedback Form

The City of New Westminster has initiated a Parks and Recreation Plan to assess the efficiency and effectiveness of the City’s parks and recreation service delivery systems in meeting current and future needs for residents, organizations, businesses for the next 10 years. The key outcomes of the Plan is to a) identify community needs as related to Parks and Recreation services, b) establish short and long-term priorities related to available financial resources, and c) develop a Parks and Recreation vision, goal, and plan in the delivery of quality parks and recreation services until 2017.

How You Can Participate:
The Parks and Recreation Plan will include a number of opportunities for your participation and involvement:

1. A survey will be sent to 2,000 random New Westminster households, in May, seeking information on various service areas of parks, recreation and the arts. The survey end date is June 11, 2007. Click here for the 2007 Parks & Recreation Community Survey Results (Summary).
2. Information will be collected from a broad range of community groups, sports organizations, Resident Associations, seniors groups, youth organizations and multicultural groups. These meetings will be conducted by the City’s Parks and Recreation Plan Consultants and will involve meetings, interviews and workshops.

 

Project Timelines
 

Project Initiation

  Fall 2006

The Parks and Recreation Department released a comprehensive Request For Proposal for a project consultant. PERC (Professional Environmental Recreation Consultant Ltd.) was selected as the consultant.

  Phase One: Assess Existing Delivery System
  Winter 2007

The City Parks and Recreation Plan Steering Committee, Parks Committee and City Council determined the project scope, identified needs and priorities in conjunction with the concurrent Arts Strategy.

  March / April 2007

The Project Steering Group, with Council input, developed the house hold survey, in conjunction with the Community Arts Strategy.

  May 2007

PERC will review current and future City demographics.

  June / July 2007

PERC is conducting a 'best practice' trend analysis on recreational pursuits, facility development, parks, trails and the environment throughout British Columbia and Canada.

  Phase Two: Current and Future Need
  May 2007 The Parks and Recreation Plan survey was randomly released to 2,000 New Westminster house holds seeking information regarding parks, recreation and arts servcies and facilites. PERC will also meet with community and sports organizations to gather feedback; tour and inventory parks and recreation services.
  July 2007 Research and survey information will be consolidated and reviewed for completeness.
 

Phase Three: Plan Preparation

  July - Sept. 2007 Additional research will be conducted, as needed, and a 'outcome evaluation framework and plan' will be drafted to inidicate preliminary recommendations.
  August 2007 A draft Parks and Recreation Plan will be reviewed by the Project Steering Committee.
  June 2008 The draft report will be presented at a Public Open House and at www.nwpr.bc.ca for questions and comments.
  July 2008 The FINAL Parks and Recreation Plan report will be presented to the Project Steering Committee and City Council. It will also be available online at www.nwpr.bc.ca.
